Plenty of agencies run a page for every town within an hour's drive: Sheffield, Rotherham, Barnsley, Wakefield, each one the same page with the place name swapped. It is transparent to anyone who reads two of them, and Google has a name for it.
So this is the only local page. If you are in Sheffield or Rotherham I am glad to work with you, and the honest position is that I would be doing it from Doncaster rather than from around the corner. Most of my clients are not in South Yorkshire at all.
What being local does buy you is the thing that is genuinely hard to do remotely: sitting in a room with the people who actually answer the phone, watching how enquiries get handled, and finding out that the problem was never the website.
